Interactive logon banner truncated at 512 characters..why?

Hi all. We run Windows Server 2008 sp1, win7 and winxp clients. We've applied a 800 character interactive logon message. Display fine on win7 but truncates the message on winxp. I thought this issue was resolved by MS years ago. any advice. The test was copied to notepad and added to DC via notepad

    I think, it's 1000 characters since XP with SP2 installed but I may be wrong. Win 7 for sure uses longer message
    Please try to format your legal notice maybe there are some unacceptable characters in a message?

    How are you deploying the Banner message?  I have personally seen this problem when pushing and enforcing a template onto clients.  While manually setting the message text in a GPO or a script to modify the registry directly has cleared this up for me in the past.
