Windows 7 64 Bit, only IE can browse the web

Only IE8 can access the web.  Also, I can ping web sites.  However, nothing else can access the web.  I have checked for spyware and found none.

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

I did disable the firewall, and also saw that Norton was installed.  I am removing it now to see if that works.
