Customized Toolbar with e-mail template hyperlinks disappears

I have created 3 new custom toolbars in Outlook 2007 with several e-mail templates with hyperlinks in each toolbar.  When I close and shutdown my computer, the toolbars disappear and are no longer available on the "customize" toolbar tab.  This has happened two days in a row.  Any ideas on what might be causing the toolbars to disappear?

Check SP2 is installed for outlook 2007
There were known issues where custom views or setup were not being saved
this was address in the SP
http://support.microsoft.com/kb/968774


Would also check that outlook is not being opened in Safe Mode
outlook.exe /safe

if it is, these would be removed upon opening

Ideally your outlook shortcut should be pointing to  outlook.exe /recycle
