User not able to send as another user in Bcc with full permission to send as that user

I have a User A  that has full permission to send as User B in Microsoft Exchange 2010 but when this User A tries to send a Bcc as User B they get a delivery bounce back that says they can't send as User B. Now if User A send as User B and an email is sent with the receiver being in the To: area works find.

Try putting the a reciver in the To and the BCC
Some email systems will not allow an email to be delivered without a person in the To: even if the To: is a random addres or themseleves

Solved the problem it was a corrupt .NK2 file on User A machine. Deleted it and it solved the problem
