Common Access Card (CAC) problem

A CAC card is not readable for a user. I login with my CAC card with no problem. I reboot, the user still can't login with their CAC card but I can login with my CAC card.
I replace the keyboard that is reading the CAC card, now the user's CAC card works fine.
Everything is working fine for now.
In case the problem recurs, is the problem most likely with the old keyboard, with the cac card or with the ActivClient agent software reading the CAC card?
It's strange that the old keyboard worked fine with my CAC card but not the users.
