Exchange 2003 / Outlook 2003: Send AS not working

We are running Exchange Versio 6.5 Build 7638.2 SP2

We want a user to send as a shared mailbox. We have configure it as follows:

For some reason we keep getting:

The following recipient(s) could not be reached:

                  You do not have permission to send to this recipient.  For assistance, contact your system administrator.

Because the release of Exchange 2003 SP2 that we are running we could just assign FULL ACCESS to the mailbox and without the SEND AS right we they should be able to send as that particular mailbox, however this doesn't work either. Is this correct?

The article says that the change it can take a while, possibly up to two hours, for the permissions changes to take effect.
