Remote Desktop Gateway - configuring server allocation

I have set up Remote Desktop Gateway 2008 R2 and it seems by default that users when they log in are assigned to the first TS server in the farm e.g. if the first server was TS01 then it seems all the users are directed to it until somehow the system thinks its getting to the loaded state and then chooses TS02.  How can I configure so that each user gets logged into a TS server different than the last one so if I had four TS servers and four users logged in one after the other each server would have one user?

    TS Session Broker setup on load-balanced TS farm - I think that's what you are talking about.
