It backs up your last open tabs, but I have never used it to restore them, so don't know about that. You create an account with xmarks, and then whenever you add a new bookmark it gets saved online at xmarks in your account. Next time you open another firefox on another PC with xmarks installed, and with your account setup, it'll retrieve the changes from the server. You can also access your bookmarks by opening the xmarks link directly from a PC that doesn't have xmarks installed (and using any other webbrowser), and logging in to your account. You can then see a list of your bookmarks and you can access them. That is useful in internet cafe's or on PC's that aren't yours.
But for now I'd use the mozbackup tool, as it saves your full firefox profile.
