can't export excel file to XML file

I am trying  to export the attached Excel file to the XML format below:

<?xml version="1.0"?>
<cad>
     <materials>
            <material>
                  <ITEM></ITEM>
                  <PART_ID></PART_ID>
                  <DESCRIPTION></DESCRIPTION>
                  <QTY_PER></QTY_PER>
                  <USAGE_UM></USAGE_UM>
                  <DIMENSIONS></DIMENSIONS>
                  <SPECIFICATION></SPECIFICATION>
            </material>
            <material>
                  <ITEM></ITEM>
                  <PART_ID></PART_ID>
                  <DESCRIPTION></DESCRIPTION>
                  <QTY_PER></QTY_PER>
                  <USAGE_UM></USAGE_UM>
                  <DIMENSIONS></DIMENSIONS>
                  <SPECIFICATION></SPECIFICATION>
            </material>
       </materials>
</cad>

I have already mapped the XML elments to the columns in the Excel spreadsheet and when I got to export to XML, I receive the following error message:  Cannot save or export XML data. The XMl maps in this workbook are not exportable.

After playing around with Excel, I've determine that excel perfers the format below instead:

<?xml version="1.0"?>
<cad>
     <materials>
            <material item="" part_id="" description="" qty_per="" usage_um="" dimensions="" specification=""></material>
            <material item="" part_id="" description="" qty_per="" usage_um="" dimensions="" specification=""></material>
     </materials>
</cad>  

Is there a way to set up an excel spreadsheet to export to an XML format like the first format that I listed?

How about this? I went into the XML source and selected everything in that window under the material folder, right clicked and chose remove element.  Then right clicked again and chose to map element.  Go into another sheet, select rows A-G and click ok on the map XML elements box.  Then copy over the data from sheet one and then you can export that file into an XML data file.
