Did you set this server up? Is it possible there is some type of application is installed? check add and remove programs for an app that might be doing this.   As stated above the only other way is batch files.

What does it mean to be "Always On"?

Is your cloud always on? With an Always On cloud you won't have to worry about downtime for maintenance or software application code updates, ensuring that your bottom line isn't affected.

Ok so there is no central place like for notification of event log errors or something where an email address is entered for admin notification?

It would be some application or something right?
