Yes..

Rightclick on parameter -> select Properties
Here you can set available values as well as Default values.

The values can either come from a specified range or from a query.

NB. Remember to set the type of parameter.. i.e. (Text, Date/Time,float etc.) under "General"

In the properties of the parameter, if you make the parameter a mulit-select, then the "All" or "Select All" will show by default.

One more thing is how can I set the default value to "SELECT ALL"?  Thanks.

I haven't tried this myself, but found this information, which may be helpful:

 If you populate your parameter list with a dataset, just use the same dataset to set your default values. This technique will work regardless of whether you’re dealing with SQL or SSAS.
