winmail.dat problems with Exchange 2007

I have a problem where when someone emails internally from one person to another a PDF file from Quickbooks, the attachment comes through as a "winmail.dat" file.

I've looked into the problem and there are multiple suggestions online but I am looking for a permanent fix that I can apply to the exchange server instead of having each user make the required changes.

Does anyone know how to fix this on SBS 2008 using Exchange 2007?

You could tell Exchange not to use RTF:

Open Exchange Management Console

Expand Organization Configuration

Hub Transport

Edit the default properties

Under Exchange Rich-text format, select Never use.
