PC Powers down my 2nd HDD after 20min

I have installed my new PSU by Antec TrueSeries (New) TP-550.

The problem did not go away, my last hope is the motherboard not capable of running 2 HDD's.

I have 2 SATA's WD HDD, after a couple of minutes of inactivity of the 2nd HDD I hear this noise as you were to shut down your PC.

what's going on ?

First, windows has a power-saving setting that spins disks down automatically.   Look at settings and disable the disk spin-down.
If the disk is in an external enclosure, then it is possible that the power-saving feature in the disk itself is enabled by default (common), and that the bridge chip inside the enclosure prevents the command to disable spindown from getting to the disk

In that case, you have to crack open the external enclosure and attach the disk to your motherboard. Then most manufacturers of disks have a freebie program to permanently disable the "green" features.    Run that program which makes the setting in the disk firmware.  Then SHUT down PC, reconnect as before and cross fingers.

Note WD does enable the GREEN features by default on the consumer class disks, and they do have a download.   If disk is in an external enclosure, particularly if this is a WD enclosure, then the program they supply on the website has a good chance of working with the disk in an external enclosure, so you should just try that first.
