Team Foundation services are not available from server http://phoenix:8282/tfs.
I have changed the url http://phoenix:8282/tfs to http://184.168.22.122:8282/tfs and I have also changed it from the tfs console. Can someone help me figure out what is going on?

1. Are you sure that requests that that URL (on that port - 8282 in your case) are being routed back to the "Phoenix" server properly? The may be getting stopped at a firewall or load balancer - I'm not sure how the firewall and router and configured, but when I try to telnet to your IP address on that port (assuming it's publicly accessible), I get no response, meaning that I can't see IIS. Given that I can't a response from your server, this seems the most likely option.
2. It's also possible that the host headers for your site are now mismatched - even though you've set up the webservices to listen on that IP address, they may still be filtering for requests addressed directly to http://Phoenix. It's more of a longshot, but it's possible.
I'd start with your firewall - are incoming requests on that external IP address being port forwarded to your web server properly?
