Emails that get deleted show back up connected to Exchange 2007

I have a user that when she deletes emails they seem to be deleted.  She logs out and logs back into outlook and the emails that she deleted show back up.  What can I check to resolve this issue.  She is using outlook 2007 and is connected to a Exchange 2007 server running Windows Server 2008.

Is she using cached mode? Try turning if off. Perhaps her OST isn't updating the server properly.
If she can delete without using cached mode and the emails "stay deleted", then i would create her OST file and see if that helps.
