ping vs telnet

Going to ask a dumb question....

If you cannot ping an IP does that mean that telnet will not work?

No - the server/router/device your are pinging may intentionally ignore ping requests (they do not respond to ICMP packets) for security reasons. Just because you can't ping it doesn't mean it isn't there.

So pinging and telnet are mutually exclusive ... neither requires the other in order to work
