Safe to delete CAB files associated with PCHealth?

I've found a variety of links on "PCHealth" but nothing especially definitive. I found no hint of PCHealth in Add / Remove Programs or Add / Remove Windows Components.  Additionally, there's no trace of pchealth.exe in my list of services.  I think I'm safe deleting the following CAB files.  Agreed?

    PCHealth is part of Windows but those are 'error reports'.  Shouldn't be a problem deleting them since they've already been sent.
