How do I create policy to delete email after 1 month

Are there any exchange tools (i can't use third party) that I can use to setup a policy that will delete email from a spefific address after a certain amount of time? For example, I receive reports from an addrees named MOMReports@mycompany.com and I want those reports deleted from my mailbox after 30 days. I can't use outlook rules because I need to apply this to hundreds of users. Any help is appreciated. Thank you.

If you are running Exchange 2007/2010 you can use a Transport Rule on the HTS server

transport rules can't scan mailboxes and delete email from them
