Exchange 2010 Equipment Resource not seen in Outlook 2010 Client

I have configured 3 equipment resources. All 3 resources can be viewed in OWA but I can not add their calendar to Outlook 2010.
During testing:
I have set permissions so that authenticated users have full access to the mailbox.
I have deleted and recreated offline address book
Updated offline address book

The Offline addressbook can take hours to rebuild and be ready to download. In powershell you can ASK for a rebuild and it will exit, does not mean its finished and ready.  Also have you got the outlook client using cached mode? Dissable cached mode and try again.

It has been several hours and we are talking about a 15 user organization. I have added users before and forced an offline update. I had previously disabled cached mode.
I am still patiently waiting at this point.
