I've tried the code below and added a screenshot of what I see - is this what you're hoping for?

If not, where is it going wrong? menu that I see with the attached code
<html>
<head id="Head1" runat="server">

<style type="text/css">
.menu_item { text-decoration:none; text-align:left;
            color:#008394; border:1px solid #682c00;
            font: 12px Verdana; width:160px; margin:1px; }
      .menu_hover { color:#fff; background:#008394; }
</style>

</head>

<body>
    <form id="form1" runat="server">
    <div>
<asp:Menu ID="menu1" runat="server" Orientation="vertical" Visible="true"
    StaticDisplayLevels="1" StaticSubMenuIndent="0">
       <StaticMenuItemStyle CssClass="menu_item" />
       <StaticSelectedStyle CssClass="menu_item" />
       <StaticHoverStyle CssClass="menu_hover" />
</asp:Menu>

    </div>
    </form>
</body>
</html> [embed=image 517577]

I was hovering over the third item when the shot was taken, and had repointed the page_load code to the demo pictures in Win 7 for the icons :)
