Users on the other side of our VPN are able to access the base sharepoint server hosting Project Server 2010 but cannot access PWA. For example, I can log in via http://SERVER but when attempting to access http://SERVER/pwa i receive a 404 error. "The webpage cannot be found"

    So just to clarify.

You can access PWA locally with "http://SERVER/pwa" and when connected to your network via the VPN this no longer resolves, but the http address http://server resolves.

    Correct ?

yep, so this is now working and was due to alternate access mappings and incorrect dns on the remote vpn side.
