How do you manage shared contacts in Exchange 2010 environment

So I just installed Exchange 2010 and deployed Outlook 2010. I want to leverage the shared functionality of hosting our own email. The calendar sharing works great. However, I'm confused on how to manage contacts with External Email addresses. It looks like for global address lists all external contacts must be added to active directory. This does not seem feasible if someone has a list of 100 external email addresses they need to add to a shared list.
I'd like my department heads to create distribution lists of relavent contacts without having to create a ton of contacts in active directory.
How do you do allow your end-users to manage lists? More importantly, how do you manage shared lists with external email addresses?
