301 redirect using IIS 7

I'm trying to do a series of redirects but im struggling to understand how to do a redirect on a virtual directory and on a directory which contains  specific content  in the pages names so e.g.

<location path="/olddir">
      <httpRedirect enabled="true" destination="/newfile.aspx" httpResponseStatus="Permanent" />

  <location path="/news(.*)">
      <httpRedirect enabled="true" destination="$1" httpResponseStatus="Permanent" />

the thing im struggling to understtnad is as im using a cms the directorys are all virutal so my question is....

1) Is the above samples correct?
2) Will puttting these inthe root config apply to all sub folders
