Access rights for Service desk in Exchange 2003

How do I give access to Service desk  to perform exchange 2003 task such as  to create mailboxes, giving permission, creating security group etc

You want to give these many permisions to help desk..?
i mean creating secutiry groups and giving permissions..?
Then simply give add them to admin group ...

I will not add them to Domain Admin. How will I add them to exchange admin from Exchange server 2003 not from AD. We have two enviroments exchange 2010 and 2003. If I add them to exchange admin from AD they will have access to both exchange envirnment.
