HOW I CAN DO  LOG OFF FOR THE USERS IDL FROM A ONE HEUR TIME IN CITRIX XENAPP 4.5

Keep in mind that there are actually three states for a non-active user session: idle, disconnect, and logged off.  All of these can be set via the aforementioned child GPOs.

Idle means that the user session is active but not doing anything, e.g., user is on the phone and not accessing the ICA session.  Citrix concurrent license in use.
Disconnected means that the user session connection has been broken, but the session still exists on the server side and the user can re-initiate it.  Citrix concurrent license not in use.
Logged off means that the user does not have any remnants of a user session on any server and initiating any application causes a new session to spawn.  Citrix concurrent license not in use.

Just make sure you're setting the GPO appropriately to drive the desired behavior.   Once you upgrade to XenApp 6.x, these settings are configured via Citrix policies.

in my w2k3 domain, i use the gpo settings at user configuration/admin templates/windows components/terminal services/sessions

enter limits for "active but idle terminal service sessions".

You can set them per machine (edit registry locally) or implement a GP to set the registry keys.
