Configure account on the ACS 5.2 server for GUI and CLI access?

I configured an account with admin permissions on the ACS server through the GUI and I can log in to the ACS using the GUI, but can’t log in using the same account using the CLI (Secure CRT).  I see the log in screen, but get a failed login response.  How do I configure the account so that it can be used to log in to the GUI and the CLI?

    Did you already generate the RSA cryptographic key?

    crypto key generate rsa modulus modulus_size

    Does the user you're attempting to log in as have an appropriately high privilege level?

    I can log in using the main admin account to the CLI, there is another admin account to access the gui, but I'm wondering how to make a account to access the CLI, and was hoping I could do it all through the GUI.
