Merge CSS files not working in MAGENTO after site migration

I have recently moved a site between servers, in the new location the feature "Merge CSS" and "Merge Javascript" doesnt seem to work.

I moved the OLD files that werent being pointed to in MEDIA/CSS, disabled / renabled the CSS merge feature, and no files have bee created. The CSS file that is beinf pointed to has not be created, nor did exist in the folder before hand:

I have read in a few place that this may have something to do with .htaccess file, however i have tried copying the old one over and this makes no effect.

Any suggestions on how to resolve this issue?

Try the following.

1. Make sure that the permissions on the folder allow the server to wright to it.
2. Disable caching until this issue is resolved.

I am assuming that this was just a migration and not an upgrade to a different version.

Well i solved the issue, but dont really know how....

I decided to try and install fooman speedster which reportedly does all that the built in magento one does.. midway through install i changed owner of all files/directories to "apache", this then brokew lots of links in the admin area, so i reverted back to making "root" the owner.

I then did an apache restart.

On the off chance i tried re-enabling the CSS merge and hey presto it worked...

Not sure how or what the trigger was, but thankfully files are now merged... the next hurdle is getting Gzip compression to work... any ideas?

I have added a new question if you are interested and have any experience of it.

I dont have too much experience in Gzip compression but I am pretty sure you need a php module to be able to use it. check that you have the module installed with your php version.
