Starting from scratch, you are probably looking at several man-years of effort.
You will need to build image processing routines, which are built on top of matrix processing routines.
Are you also planning on writing the camera control and I/O routines yourself?

VB6 is not the right tool for any of this.  You can probably find demo programs for this in Matlab.

Why have you picked this project and this language?
What is is your background?

I agree. VB6 was never meant to do this kind of thing.
I use the OpenCV libraries in C or C++ to do image processing of any kind. It's a lot faster than MATLAB if you need to do anything other than call built-in functions.

There is a lot of free code out there for face detection.
Google 'face detection opencv' and you will see tons of good ideas
Or Google 'face detection MATLAB'
Notice that a Google search for 'face detection VB6' pulls up mostly forum questions much like this one.

All the good code for image processing will be in MATLAB or C/C++ (often with OpenCV) because that's what the experienced people use for such things.

c/c++ is perfect for this purpose.

Always difficult when the questioner doesn't doesn't like the answer
and doesn't respond.

But I believe this question has been answered very well.

I would say split   50/50 between d-glitch/TommySzalap..
