How to make a social network in windows environment?

I'd like to project a social network,
I found beauty tools in php linux,
there is one on Windows environment?

I'd like to make a site in which people can have some service that I have in my mind.
I have to make a site in which any user can join, have his profile, partecipate to forums,
upload photos, and use services that I think are original.
In effect it's not a simple target and so I think I need a tool that helps me to program my site.

Windows will probably be more complicated but i would start with Web Deploy tools from microsoft. http://www.iis.net/download/webdeploy

I have already paid a service with Windows system on a remote server,
I would not to pay yet for linux.
Now I search for the windows solution in that site.
