DST cumulative time zone update
I have done some research and found that these are possibilties KB981793, KB982632, and KB981981. I can't find any of these on the machine. Are there any other updates that may have updated time zone information?

Look also in C:\Windows
You should find most, if not all, of the updates in there. They all start with $NTUninstall

The actual issue was that this update was installed
