Maybe a journaling rule?  You can set up a journaling mailbox on a different data store then create a transport rule that cc's the journaling malbox on all outbound mail.

if you want to capture only for single user's outgoing you can achieve it by creating transports rule on your exchange.

and if you want to capture all outgoing mail flows your can easily do it by enabling journaling on your exchange
check this link to enable journaling on your server http://technet.microsoft.com/en-us/magazine/2006.12.journaling.aspx?pr=blog
