typically, there are some files that are use protected. You can try to delete the contents of the user's profile first, then delete the folder that represents the user profile. Otherwise, you may have to get an unlocker or something like a Profile Hive Cleanup utility to bypass the use protection on the profile itself. Just make sure the Profile Hive Cleanup Utility or Unlocker supports W7 computers.
