Looking for a good and low cost support ticketing system

Hi, I am looking for a ticketing system that is relatively low cost, runs on Windows (2008 or win7) and preferably runs on MSSql or MySQL.
We will need to integrate it with an application already running on MSSql but the existing software can be altered to suit.
We need to be able to assign/take owner ship of incoming requests and check the statuses of jobs in progress, attach progress notes, etc.
Can you guys suggest what would be a reasonable candidate?

"good and low cost" - You do realize these two words never really pair up very well.
As we all know you always get what you pay for.

Given that without actually buying a working Call Logging to Ticketing System
The only thing I could recommend "low cost" would be a SharePoint Site.

In SharePoint you can setup a Support Site
IN this site you can Create a List
Using the List you can set it up to where user can Send an Email say to  "Support@Domain.COm"
Their Support Email can be directed to the list in SharePoint

Then from there you can assign calls, track calls, take ownership, Update Calls with Status or History ect ect

You can even setup to integrate with Sql

The Added Bonus of this is you can get away with selling it as something else to an organization
Ie
As a Team Collaboration System / Site
As an Intranet
AS a Document Management Solution
and as a Call Logging System

may not be low cost up front, but when you add in the added functionalities overall it is low cost

Now if you ever realize you need a real solution

We are using OTRS at the moment: http://otrs.org/

It is open source, runs on mysql and can be installed on Windows (although it does require apache/php installed).  It has an iPhone app too. It can be a bit tricky to set up, but it is extremely powerful.

For keeping costs low, look at http://www.liberum.org/ as it's free.

There is also http://www.cerberusweb.com/ which isn't too bad but my recommendation would be Kayako options.
