Polish specific characters in Notepad

Dear Experts,

Can you please advise on what does it depend that characters can be wrote on a certain language or not on a computer?

According to my knowledge it is simply going to Control Panel and select Regional settings, there adding the lanugage on the keyboard settings. After this in the right bottom corner beside the EN appears for example in my case the PL for polish.

But somehow with my own eyes have seen a computer which has the PL in the right bottom corner selected, but not possible to write a, e, n so the language specific characters with ALT - a, ALT - e, ALT - n. Pressing this button appears á, é so special characters finally, but not the real ones.

Could you help what should be tried on that computer?

    Thanks the advice, unfortunately we exactly like this did on that computer.

    I think generally can be unknown things in typing polish characters, because for example in EE in this word editor, I can see that typing a, e, n there are correctly small commas hanging on a, e and n, but when I will press the SUBMIT button, after my post only the english version of them a, e, n will stay
