FTP client not connecting to FTP server

HI,
I'm trying to connect my Directory Opus File manager FTP from my win7 desktop to a FileZilla FTP server on Windows Server 08.
This connection has worked for years, but can't get it to connect since re-installing win7. I can connect with IE9. Dopus is listed in my Norton fire wall apps. ??
thanks

Just found the old log in script that worked from Directory Opus (DOPUS)

but now it gives this error: fd_connect - Wsaenetunreach network is unreachable

What's the state of your windows firewall?

Well it says that it's being handled by a secondary program - Norton.

windows firewall advance security says Norton is managing also but it then offers  to "view and create firewall rules" etc

Ensure the firewall isn't blocking port 21 outbound

well I don't think so. I'll the router ports. But in Norton Firewall Traffic Rules, everthing is allowed execept Default Home Networking Block Rule, which is on block but grey - not changeable.

Check to see if the Windows Firewall is enabled as well.

hmm, looks like I failed to post or somehow my last comment didn't make it up here. But
the advanced windows firewall rules, etc. are still accessible it seems.
All the traffic rules in Norton that I can change are changed to allow contact to and from other computers. The only rule there that blocks anything

Tried to include this in last post... Screen Shot of the traffice rule in Norton that looks like it may be relevant to problem SS of Traffic Rules in Norton

If the Windows Firewall is enabled, try disabling it and see if that works.

well got the private network firewall turned off, and changed the passive mode and connected, but could only transfer 1 file. Turned firewall back on and connected, but still only one file.
Don't know what changed after that, but it's working now transferring complete folders!
