change time on windows 7 without admin rights

How do i give a power user the ability to change the time on a windows 7 machine that is part of a domain?

My user needs to change the time and date to run reports from an sql database with an MS access front end but as a power user they cannot adjust the date and time on their PC/Laptop.

Only local administrator equivalent can change the actual TIME of their machines.  Users can however change their Time zone, which means the effective time will change, as far as their MS Access front end is concerned.  For example, changing the time zone to GMT-8 will change the "time" by 4 hours for you.

Changing the date and or time on a Domain Joined computer is a dangerous thing. A time difference of only 5 mins can cause AD joined computers to stop functioning correctly on a domain.

Only admins can change the system time. If the time is off, the clock can be set over the network automatically (time.windows.com).

You could make the user a separate, local admin account and instruct them NOT to use that for daily use. That is what I do for folks with laptops.

Neilsr is quite right - and Firebar has just confirmed that only admins can do it.

I would like to just add that changing the time zone won't influence the Kerberos token and therefore Domain stuff will still work just fine.
