Cisco ACS 5.2 how to get "Change password on next login" to work?

I'm new to the Cisco ACS and I want to create a user account that requires the user to "Change password on next login", when I create the account and select this option (see attachment) and then try loging in with the new account on a Blue Coat Proxy server GUI, I can log in, but I'm not prompted to change the password. Can soemone tell me how to get the "Change password on next login" feature to work?
