How to monitor the network utilization in Windows per process?

Is there a way to monitor the network utilization in Windows per process? We have a server that is causing a problem on our WAN by sending large amount of traffic and flooding our T1's, but we cannot identify which application/process is causing the issue. Task manager, Perfmon, etc lack that functionality, but perhaps there is a third party product we can use?
