exchange 2010 outlook 2007 and outlook 2010 is the environment.

lets say i have a group of users called animal control.
every animal control officer has his own calendar or account on exchange.

how can i create a group of people (animal control officers) and put an appointment that
shows up in everyones calendar that is a part of that group.

    you can achieve your target by simply creating s distribution group on your exchange server
    just go to your recipient configuration do a right click create new distribution group  give it name and also alias
    after creating this group add members in this group and send new appointment request to this group
