I am not able to start the SEPM on the server. It says "Failed to connect to Server" so I check services that were set to autostart but not started.

These services I try to start but says a dependency service is needed

Symantec Endpoint Manager
Syamantec Quarantice Agent and Scanner

I try to start Symantec Central Quarantice but it says path not found.
c:\programfiles\symantec\quarantine\server\qserver.exe.  There is no such path on the machine.

When you go to Start> Run> Services.msc; do you see Symantec Endpoint Protection Manager Services stopped OR Symantec Embedded Database Services stopped??

Could you please upload the Catalina.out and scm-server-0.log from \Program files\Symantec\Symantec Endpoint Protection Manager\Tomcat\Logs

I found the problem. Somehow the Inetpub folder under SEPM folder was moved. I saw the event log that APACHE was not starting.

What is TOMCAT by the way?
I will give you the points if you can help me with the following...

There is a problem with my diskspace on c drive where SEPM is installed getting really low due to updates to the symantec. In SEPM, can I point  the updates logs, client packages etc to be stored on a different drive letter?

Tomcat is the web interface that runs on Java. SEPM make use of Tomcat to display the SEPM Console.

For Diskspace issues check the following:

Best Practices for configuring the number of content revisions to keep in Symantec Endpoint Protection Manager

Top 10 Symantec Best Practices - Deploying Symantec Endpoint Protection Architecture

Disk Space Management procedures for the Symantec Endpoint Protection Manager

.dat files accumulating in the Inbox folder on SEPM

Content Update files in the \Program FIles\Symantec Endpoint Protection\LiveUpdate are growing in size

How to clear out corrupted definitions for a Symantec Endpoint Protection Client manually.

Symantec Endpoint Protection Manager directories contain many .TMP folders consuming large amounts of disk space

I hope that would help.
