Use a Windows 7 machine to forward a port from one interface to another

I have a Windows machine using a cell-based Internet connection that is always on but frequently changes its IP. I also have a DVR sitting next to the PC with a crossover cable between the DVR and the PC with both devices on the same subnet. What I want to do is use the Internet connection of the PC and its Internet IP address to forward port 8080 traffic through to the DVR which is connected to the Ethernet interface of the PC.

So I require two suggestions.

1. A client-based DDNS solution that is hopefully free, but I don't mind paying for a good one.
2. A software-based solution for forwarding the port 8080 traffic through to the DVR.

Update: I found a DDNS solution that is working with the cell-based ISP.

@ve3ofa Yes I considered it, but how will I use that to forward a port to a device in the inside network?
DVR which is connected to the Ethernet interface of the PC .. you share the network adapter that is connected to the cell network to the ethernet adapter that the dvr is plugged into.
I think everyone on this site is just trying to get a bunch of credit so they don't read the questions. I'll write it again and try to be more clear.

I have the following sequence.

4G Internet connection connected to PC via USB, the Windows 7 machine, the PC's ethernet adapter connected to the DVR via xover cable.

I am aware of how to use the Windows 7 machine as a gateway to get Internet access at the DVR. But I want to forward a port from the Internet IP address of the 4G intenret connection which is connected the Windows machine's USB port.

The solution is either some setting in Windows that I am unaware of, or a piece of software that allows the computer to act as a router with port forwarding included as a feature.

I could just search around and solve this myself, it probably would have saved time if I had started that way.

I'll update the thread if I solve my own issue.
in the network adapters you will see the usb network adapter (probably a ppoe vpn) and your ethernet adapter  you can try bridging the two..
you cannot just forward one port to the dvr.
