How do I continually update a looping .bat script dos environment variables from a text file

I have a script which needs to monitor variables in a text file. How do I get my script to continually update it's contents from this file. I have attached both files so that you can see the exact format of both files. This should be very easy but my DOS scripting skills have left me coming up short. Any help will be greatly appreciated, like always.

The monitor file's extension must be .bat (Changed for safe uploading) STATUSSES.txt MONITOR.txt
