Exchange size limit... exempt senders?

We have basic users limited to 20mg of space.  No problem.  
here's the twist... Corp HR wants to be able to send any user an email, and because 'hr is important', that email needs to be recived into an inbox no matter the status.....

The question:  If an email box is at the limit, is it possible to force another message into that box from special "senders"?
