I just build a windows 2008 r2 server and cannot download anything with explorer 8 or 9

I just built a windows 2008 server with internet explorer 8. I went to download Java and Flash, and it will not let me, says my security settings do not allow it. I turned off UAC, I went to turn down security settings in my browser secuity for internet but the only option is have is HIGH. I tried updating to explorer 9 and that did not help. I just want to download some basics like FLASH and ADOBE...how can I lower the browser security

You need to check in group policy, its under User Configuration -> Windows Configuration -> Internet Explorer Maintenance -> Security.

Well...its actually much simpler than that.... right click My Computer and select "Manage". On the right side, click Configure IE ESC.... disable it for Administrators. Restart your browser and try again. You will find most things working again.
Open up Intern Options and under the security tab click on Trusted Sites on selected zone. Click the sites button and then add adobe.com and java.com as a trsued site or any other website that you want to download stuff from need to be in the trusted site list.
