a way make make windows 7 not remove files permntly

i know this is odd thing to ask , but is there's a way to make Recycle Bin in windows 7 not to remove files completely  but to move it to another place?
exmp:
i have a filed name 1.exe and right clicked on it and chose remove , it will be moving to Recycle Bin
here's what i want , i click right click of Recycle Bin and see Empty Recycle Bin , i want it empty and the files moved to another place
is it possible ?

i don't want to files to be removed at all , i just want them to move to another place when i click Empty Recycle Bin like c:\notremovedfiles\

you can customize the send to menu ( add your particular folder ) and when ever you want to delete, just right click on that folder and choose send to -> your customized folder

Try this:
Create a shortcut to the new destination folder; put it on your desktop for now.

Navigate in Explorer to C:\users\<username>\AppData\Roaming\Microsoft\Windows\SendTo

Then drag your shortcut into the SendTo folder.

Now when you right click on a file and choose SendTo you can select the shortcut!

i know this , but i don't want this way
i just want when i click empty Recycle Bin ,it moves to another folder

Sorry, when you said it won't work for you I thought you meant it literally wouldn't work. :)

Almost anything is possible, just not easily in this case. Will require programming or buying some third party program. Will still be a fudge, though, and not as clean a solution as you were hoping for....

Several choices; on page 3 for example, I found one that lets you restore files to a new location (not just their original location).

i tried some of the program but the problem is, when it is restoring only , the different is i want it when removing

Diskeeper Undelete will make a folder separate recovery folder so even if deleted from recycle bin they will still be there..
