New browser window always same size and location

Not sure what's happened but everytime I open Chrome or Internet Explorer, their dimensions are always similar and the window is real small/narrow and in the same location.

New Chrome window opens to the far right of my monitor and is this size:

New Internet Explorer window opens more to the left, but not all the way to the left, and is this size:

I've tried resizing them dozens of times, then maximizing/restoring to verify the right size, but upon closing then re-opening, the revert back to this annoying size.

It doesn't appear to happen with my Firefox browser, however.

Close all apps ...run this fixit.

garryshape--This is what I recommend for Internet Explorer windows.  I do not use Chrome so do not know if it will work.  It cannot hurt.
Open a browser window.  Now open a second as a New Window.  (In other words do not close the first window.)  Size the second window as you want it by dragging the edges of the window.  Now close the first window.  Finally, close the second window.  (Some people say to hold down Shift or Control when you do, but I have never found this to make a difference.)
Now the next time you open a browser window it should open to the size you chose in the above.

What has worked for me when the Window size is not remembered is closing the windows using File>Exit (find File by hitting the Alt key).  Make sure it is the only window open.
