This is set with user profiles.

On mobile right now and cannot provide the exact doc link but the online docs have everything you need to know about user profiles.

If they are set then it is likely because of a policy of your company so unsetting it might not be an option.

- the following will turn off password expiry for all:
alter profile default limit password_life_time unlimited;

- if you looking to set it off for specific user profile as mention by the earlier expert or other options available for setting up the password expiry lifetime with grace period, the following doc provide the syntax:
http://download.oracle.com/docs/cd/B28359_01/server.111/b28286/statements_2007.htm

This may not do it 'for all'.  If you have profiles set up, not ALL users will have the default profile.

You also should not alter any profile until you determine WHY it was set in the first place.

- thanks slightwv, i left out 'default' in that sentence. it will turn off password expiry for user in default profile.
