EVIL IP Addresses?

So I have certain IP addresses in a superscope that cannot reach anything and cannot be reached.
When I ask for and IP (before it has an address) the DHCP server (ms server 2003) will hand these addresses out but once they have them they appear dead.  And it isn't the whole range just certain ip's. There aren't any statically assigned ip's in the range and no reservations.

Has anyone experienced this? I want to be able to figure out a solution other than adding exclusions for these IP's.

I have had a similar problem... it occured after a migration of a DHCP server. I deleted the scope and recreated it and the problem went away.
