Design time and runtime ploymorphism

I have a query regarding this. Whenever I read about the difference between these 2 concepts a similar explaination comes is function overloading is an example of designtime polymorphism and function overriding is an example of run time polymorphism. Nowhere is explained the definition and why function overloading and overriding are design time(compile time) or run time polymorphism.
