Why is my Picture missing from my Windows 7 Login Screen?

Can someone tell me how I can put a default picture in my Windows 7 Login Screen?  I have GPO's enabled to set all users to have the same picture, but for some reason the login screen is blank. Pic Attached

The System does the job. When I apply the Policy I get a customized image. When I DO NOT apply the Policy I get the image choosen by the User. What you are asking for is: show me customized image even when no User (the User Name field is Blank) is specified. I'm afraid you wont be able to get an image when ther's no User. Applied NOT Applied

Sorry everyone, lot going on here haven't had a change to get back.  The fix above did not work.  Here is the exact group policy i am using:  
Computer Configuration\Windows Settings\Security Settings\Local Policies\Security Options\Interactive Logon:Do not display last user name
When Disabled the pic shows, disabled the pic goes away.

This is correct and how the system should behave. When you ask the system not to show last user name the logon screen is blank because there is no user. No user, no pic. After logon, the enforced policy pic is applied to the user.
